The Program is now called SELMS (Simple, Extensible Log Management
System) and is not at the moment up on the web anywhere.  The project is
registered on RubyForge and I have some old code in subversion there.  
I have attached two pdfs, one is a reasonably complete configuration
manual and the other is an incomplete program manual.

If anyone is really keen to play with this I'm happy to email them a
tarball of the code and example configuration files.  We have been using
it here for nearly a year.
